Safe Biking and Walking For All

Goal: 30 percent of San Leandro’s protected bike network is completed by 2030.

  1. Residents want to see bike lanes that are protected and continuous, and believe they are necessary to encourage more biking and walking habits.

  2. Residents want safer biking and walking options from neighborhoods into downtown, as well as traffic slowing within downtown along E14th street.

  3. In order for residents to bike more, they believe bike parking and bike repair programs/assistance is a priority.

STRATEGY 1

Build a Bike Network

  • San Leandro Transportation and Engineering

Recommendations to the City of San Leandro

  • Update San Leandro’s bike/ped master plan to address:

    • Embedded equity (i.e., how do underserved neighborhoods benefit/connect into the network)?

    • Communicate the big picture process and implementation/funding strategy

    • What are the grant funding opportunities we need to pursue to get the bike network constructed?

    • What are the priorities of bike lanes we’ll be applying to grant funding (sequencing and order)

    • Commit 20 % of San Leandro’s BB transportation budget to assist bicycle network construction (its Currently ~2%) and develop list of upcoming planning and implementation grants for Bikes.

  • Hire a full-time transportation planner who writes competitive grants, i.e., ATP (among other things)

  • Install more bike parking Citywide.

STRATEGY 2

Improve the safety and resilience of San Leandro's Bike and Pedestrian Network

Tactics

  • Install and/or enhance tree canopy in alignment with priority or protected bike lanes.

  • Construct slow street interventions identified via SL’s Vision Zero Plan

  • Get a traffic police division to slow speeding cars.

STRATEGY 3

Get K-12 San Leandro youth riding and walking to school.

Tactics

  • Ensure all San Leandro schools have Safe Routes to School program

  • Create a bike/walk bus for getting kids to school

  • Create education materials for parents

  • Create an internship for high school students oriented around repair and build bike businesses

  • Create priority protected bike lanes and bike parking in and around schools.

  • Develop a monthly Free Bike Repair Location

STRATEGY 4

Strengthen San Leandro's bike community.

Tactics

  • Partner with Local Organizations: Collaborate with community-based groups Bike East Bay and CAlBike  to recruit and train ambassadors who reflect the diversity of our community

  • Focus on Education and Outreach: Leverage the existing Bike East Bay ambassador program to educate residents on bike issues and opportunities and how we can engage a community of bikers in San Leandro

  • Community-Centered Events: Host events in our most underserved neighborhoods, utilizing resilience hubs as gathering spaces to engage residents in discussions about the ambassador program and getting involved in the biking community
